#1149540 hipblaslt: FTBFS on arch all and arch arm64

Hi!

While rebuilding the python related packages against the Python 3.15rc2
version we found that hipblaslt fails to build from source. It fails
with different errors for the arch all and the arm64 builds.

arch: arm64:

In that log there are a number of errors architecture related, like for
example this one:

In that log, the package doesn't even start building, due to this error:

So this is not a Python3.15 specific issue. Setting the severity to
serious.
