matomo is not currently in Debian because it has
Depends: libphp-phpmailer < 7
but the version of libphp-phpmailer in Debian is 7.1.1-1

The only thing needed to fix this issue is to remove
0028-Downgrade-phpmailer-to-6.x.patch
