I have updated the changelog to include more details on the closed bugs.

sitecopy (1:0.17-1) unstable; urgency=medium

   * New upstream release.
     - NEON_COMMON_BUNDLED in neon 0.36 added
       AC_CONFIG_FILES([${neon_bundled_builddir}/Makefile])
       (neon/macros/neon.m4:107). During Debian's autoreconf, this newer macro
       was combined with sitecopy 0.16.6's configure.in:123, which passed
       "\$(top_builddir)/lib/neon" as the bundled neon build directory. When
       config.status evaluated the resulting path, the shell interpreted
       $(top_builddir) as command substitution; since no such command exists, it
       expanded to an empty string and config.status looked for
       /lib/neon/Makefile.in, causing the FTBFS. Upstream fixed this in 0.17 by
       passing the plain path neon/src in configure.ac:130 (Closes: #1122480).
