using sbuild and a reduced chroot with only build-essential packages.

The FTBFS comes from ruby-sass 3.7.4-7, which no longer ships the sass
command line tool.
The attached patch:

switches Build-Depends from ruby-sass to dart-sass, which provides
/usr/bin/sass; and replaces the one Ruby-Sass-specific option,
"-t compressed", with the dart-sass spelling "--style=compressed".
