using sbuild and a reduced chroot with only build-essential packages.

If this is really a bug in one of the build-depends, please use
reassign and add an affects on src:slurm-wlm, so that this is still
visible in the BTS web page for this package.

thanks for pointing this out.

After testing a similar patch, I found that it fixes the build issue,
but PMIx 7 support does not work correctly at runtime.

In a simple srun test, the job hangs in PMIx_server_setup_fork() and
the task never starts. Since PMIx 7 is still a release candidate and
this integration does not appear to be functional yet, I think the
safest approach for Debian is to drop PMIx 7 support for now.

I will re-enable it once a stable PMIx 7 release is available and
Slurm provides proper support for it.
