Dear maintainer,

the intention of Built-Using field is to keep source packages in the
archive that were incorporated during build and where the license
requires that the full source is retained. See
https://www.debian.org/doc/debian-policy/ch-relationships.html#additional-source-packages-used-to-build-the-binary-built-using

telegram-desktop records the version of ms-gsl in Built-Using. However,
the license of ms-gsl does not require that the full source is retained.
For such cases, please use Static-Built-Using instead.

Cheers

I am confused. I suspect this was a typo for telegram-desktop (the
subject line typoed it in a different way ...), but that's at version
5.7.2+ds-5 in unstable which is nothing at all like 1.3.7-1. Did you
mean telegram-desktop, or something else?

Thanks,

Yes, I did. The change listing ms-gsl in Built-Using was introduced in
1.3.7-1:

telegram-desktop (1.3.7-1) unstable; urgency=medium

  * New upstream release (closes: #900592)
  * Update patches
    - Add Ayatana-Indicators.patch (closes: #898414)
  * Update crl subproject (commit f893c36)
  * Switch to statically linked libtgvoip.
  * List other header-only libraries in the Built-Using field.
    - Mapbox Variant
    - range-v3 from Eric Niebler
    - Microsoft GSL
