To work around the build failures with GCC-16
(https://bugs.debian.org/1134798), I have disable the rcar targets.

The failures also seem to be present on newer versions of
arm-trusted-firmware (v2.15, v2.14) that I have tested, so I am not sure
there is an upstream fix yet.

There does not appear to be anything within Debian depending on the rcar
targets, but obviously other parties might be using them, so would be
good to fix this situation at some point.
