streamripper fails to build from source because ./install-sh is not executable:

/bin/bash: line 1: ./install-sh: Permission denied
make[3]: *** [Makefile:647: install-binPROGRAMS] Error 126

Root cause:
In version 1.64.6-4, the package moved away from CDBS to dh with --without=autoreconf.
The upstream orig tarball has install-sh with 0664 permissions.
Because autoreconf is disabled, the build relies on ./install-sh during make install, which fails due to missing executable permissions.

Fix:
Make install-sh executable in override_dh_auto_configure before running dh_auto_configure.
