grep-excuses's --wipnity option doesn't handle the UTF-8 returned
from 'https://qa.debian.org/excuses.php?package=$pkg' nicely:

% grep-excuses --wipnity libimager-qrcode-perl
No excuse for libimager-qrcode-perl

Applicable release.debian.org bugs:

  ⢠[DEL:#1150107: nmu: libimager-qrcode-perl_0.035+dfsg-2:DEL]

With the attached patch, which tells Perl to regard STDIN in the
wipnity() sub as containing UTF-8, this looks much better:

% grep-excuses --wipnity libimager-qrcode-perl
No excuse for libimager-qrcode-perl

Applicable release.debian.org bugs:

  • [DEL:#1150107: nmu: libimager-qrcode-perl_0.035+dfsg-2:DEL]

There are other options, like setting STDIN to UTF-8 in general or
explicitly decoding $dump and probably more, but this is a very
minimal change only in this function.

Cheers,
gregor
