Dear Maintainer,

libc6-dev and therefore build-essential dropped rpcsvc-proto [1]. This caused a regression in quota, evidenced in the buildlog
with "configure: WARNING: rpcgen not found". This can be fixed by explicitly adding rpcsvc-proto to Build-Depends.
