the import of the Python module fails with:

This can also be seen in the failing build logs of gr-gsm:

I can reproduce the issue with +b2 in testing and +b3 in forky.

Control: retitle -1 gr-osmosdr: Missing dependency on gnuradio

The problem is that gnuradio is only recommended, make that a dependency
and it works.
