Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
ros-dynamic-reconfigure could not be built reproducibly.

This is because the testsuite does not completely tidy up afer itself,
leaving files such that the binary package differs depending on whether
the testsuite is executed or not.

Patch attached that deletes the extra files in debian/rules, although
of course it may be better to patch the upstream build system (and send
upstream).
