u-boot-pylib provides the common code shared by U-Boot's Python tools
-- patman, binman and buildman: running commands and pipelines and
capturing their output, handling files and temporary directories,
working with git repositories, coloured terminal output and logging,
and running test suites in parallel.

It is the runtime dependency of the patch-manager (patman) package,
which I am also introducing, and would be shared by binman and
buildman if those are packaged later. It is already packaged in Fedora
as python3-u-boot-pylib.

I intend to maintain this within the Debian Python Team and will need
a sponsor for the initial upload.
