Patchwork integration

Patman helps you create, send, track and review patch series for projects
that take patches by email, such as U-Boot and the Linux kernel. It creates
patches from a git branch, cleans them up, inserts a cover letter with change
logs, runs checkpatch and its own checks, and emails them out with git
send-email or, where there is no working SMTP, through a web relay. It can
also track a series on Patchwork and gather review tags into the commits.

It depends on u-boot-pylib (ITP: #1150622). I intend to maintain this within
the Debian Python Team and will need a sponsor for the initial upload.
