[ Reason ]
Two new upstream versions of tzdata, 2026d and 2026e, have been released
with a change for Canada’s Northwest Territories and Manitoba, which
will not fall back from DST on 2026-11-01 and stop using DST.
Note that these changes created a lot of discussions in some regional
districts, which considered joining a different timezone. However as of
today, the change in this version reflects the current status (with some
votes happening as a of two days ago).
I therefore initially tried to delay the release of the debian package,
but as we are getting closer to Nov 11, it's believe the time to upload
the changes, at the risk of having to do another upload later.
[ Impact ]
If this version is not accepted, the clock of users in the above region
will start differing on 2026-11-01.
[ Tests ]
There are no tests for these changes.
[ Risks ]
The risk to import new upstream versions of tzdata are quite low, and is
done routinely. This upstream version is already in testing and unstable
for more than ten days.
[ Checklist ]
[x] *all* changes are documented in the d/changelog
[x] I reviewed all changes and I approve them
[x] attach debdiff against the package in (old)stable
[x] the issue is verified as fixed in unstable
[ Changes ]
The 2026e upstream version contains the following changes to future
timestamps:
- Canada’s Northwest Territories moved to permanent -06 on 2026-08-21 and
will not fall back from -06 to -07 on 2026-11-01
- Manitoba moves to permanent -05 on 2026-10-31 and will not fall back
from -05 to -06 on 2026-11-01
It also contains some historical changes to some timezone. It also
contains some conformance fixes for the old SysV names EST5EDT, CST6CDT,
MST7MDT and PST8PDT, but those are reverted in patch
Revert-Fix-POSIX-conformance-of-old-SysV-names.patch to avoid creating
new timezones (also present in testing/unstable).
[ Other info ]
Given that the next point release is scheduled for Nov 14, this will
need to go through stable-update.
I have just uploaded the package to the archive.
