Dear Maintainer,

I'm packaging tzint 1.3, an Tcl extension to libzint and, even though
it's shipped bundling the whole libzint code, I liked the idea of
having it built against libzint-dev, in order to have more efficient build
and reduced binary footprint of the extension library. This turned out
to be impossibile since, among other reasons, libzint-dev is not shipping
the zintconfig.h file. I recommend also to update the package to version 2.16
which comes with features needed by tzint 1.3
