#1151644 dnsmasq: when used with ltsp package, it grows cpu usage at 100% and stop working after an ipxe client attempt to boot

Dear Maintainer,
I've tried using LTSP with different versions of Debian. LTSP requires dnsmasqd
to work. With all versions of Trixie, as soon as a client tries to boot over
the network using IPXE, dnsmasqd hits 100% CPU usage and stops working until
it's restarted. If I downgrade dnsmasqd to the Bookworm versions, it works,
just as it did with Bookworm.
