I needed logos at 0.16.1 for the polars Python+Rust package.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Have addressed all reverse dependencies in debcargo-conf, but wasm-tools
has yet escaped my action.

   * What was the outcome of this action?

wasm-tools is uninstallable and unbuildable with the current dependency
settings.

   * What outcome did you expect instead?

I prepared a branch with this commit
