Dear Maintainer,

The tests for sqlalchemy-i18n have been failing for a while (see the r-b
build log for trixie, for example [1]) but the build still passes even
though the tests have failed.

There are two bugs here:
- the tests fail
- the failure does not cascade

This applies to both the build-time and autopkgtest tests.
