Please enable CONFIG_INTEL_OC_WATCHDOG=m (drivers/watchdog/intel_oc_wdt.c, mainline since 6.16) for amd64. Intel PCHs expose the over-clocking watchdog via ACPI INT3F0D/INTC1099. On boards where the legacy TCO timer does not run (e.g. MSI Cubi 5, ADL-U, ACPI INTC1099 present), it is the only hardware watchdog available to the OS. Observed on Debian 13 with linux-image-7.2.6+deb13-amd64 (trixie-backports): iTCO_wdt loads, but TCO_RLD never counts down and the machine does not reset after a kernel panic with kernel.panic=0. Building intel_oc_wdt.c from linux-source-7.2 as an out-of-tree module and testing it on the same machine gives a hardware reset about 60 s after feeding stops, both with a frozen watchdog feeder and after a kernel panic. The driver only depends on the watchdog core (X86 && ACPI && HAS_IOPORT, select WATCHDOG_CORE).
