snmptt 1.5-3 ships /etc/snmp/snmptt.ini with ipv6_enable = 1 (line 234).
With that setting /usr/sbin/snmptt needs the Perl module Net::IP (lines 519 to 529) and stops with "Could not load the Perl module Net::IP! If ipv6_enable is enabled then the Net::IP module is required." when it is missing.
The package does not depend on libnet-ip-perl, so on a system where nothing else installed it, snmptt.service fails at every start with the default configuration.
Installing libnet-ip-perl makes it start, and snmptt's own documentation lists Net::IP as required for IPv6.

The fix is one line in debian/control:
