(https://bugs.debian.org/910799).

Upstream embeds a prebuilt WebAssembly kernel. The Debian package drops it
and builds it from kernel/ of https://github.com/extism/extism (Rust, no
crate dependencies) with Debian's rustc and its wasm32 target.
