It was discovered that pdnsutil underlinks some things, and thus
loading backends into it can fail. Example:

  apt install -y --update pdns-backend-bind
  pdnsutil create-bind-db

As pointed out in an upstream chat, this is likely because the meson
build produces a libpdns_common that gets linked into pdnsutil, but
not fully.
