python-tz (a python interface for timezones) hard-codes time-zone information.

Changes in this update affecting timestamps from November 1st 2026:

- Cuba will not fall back to -05 on 2026-11-01, instead maintaining -04
   until 2027-11-07

This update also includes historical (1965/1966) corrections for Brazil.

Low risk. Diff is mostly a data file and a patch that has changed offsets between versions.
