cidr fails to cross build from source, because it fails running the
host's Go compiler. Since gccgo became unsupported, we can change the
dependency to golang-go and since the latter is a multitarget compiler,
we can annotate it :native. This is sufficient to make cidr cross
buldable. Please consider applying the attached patch.
