vim-tiny is uninstallable on s390x in trixie after DSA-6600-1.

vim-common is Architecture: all, so trixie-security now has
2:9.1.1230-2+deb13u1. No s390x binary of that version was published.
trixie still has vim-tiny:s390x 2:9.1.1230-2, which Depends:
vim-common (= 2:9.1.1230-2). apt will not select that older
vim-common on its own:

   apt-get install -y --no-install-recommends vim-tiny

   vim-tiny : Depends: vim-common (= 2:9.1.1230-2)
              but 2:9.1.1230-2+deb13u1 is to be installed

The same failure happens in a clean debian:trixie-slim container
built for linux/s390x. Requesting the older common package explicitly
succeeds:

   apt-get install -y --no-install-recommends vim-tiny vim-common=2:9.1.1230-2

trixie-security has vim, vim-tiny, vim-nox, vim-gtk3, vim-motif, and xxd
for every release architecture except s390x.
