I'd like smartlist to support "round-robin" moderation.  Where it only
sends each message to one, randomly picked, moderator.  Then, if that
moderator doesn't handle the message within a configurable amount of
time (I think somewhere between 5 and 30 minutes is reasonable), it'd
pick another moderator to send to.

The advantage of such a setup is that it distributes the load across
all the moderators, rather than multiplying it.
