htmltoc says "Unterminated <h3><A..."
but that is how html-tidy makes my documents, and is legal html.

This bug was tagged "wontfix" without much explanation, so here is at
least a bit of explanation.

The htmltoc manpage now includes:

| BUGS
|        htmltoc can't cope with a header that is split across
multiple  lines,
|        even though this is legal HTML.
