a) There is no documentation about how to install additional iconsets as
user
b) I wish a psi-iconsets package with icon sets from the homepage

The problem with this is that most of the iconsets have no clear
copyright.

I built a package containing the licq icons (which are obviously copied
from licq, and therefore are GPL), you can download it from
http://gondor.com/psi/iconsets/psi-iconset-licq_0.1-2_all.deb

When I find a solution for the other iconsets, I'll upload packages to
debian.
(I still wonder if a huge package containing all freely available
iconsets would be better than several small ones)
