Subject says it all. If apt-list-bugs is installed, apt-get will invoke
apt-list-bugs before installing the package to see if there is no severe bug
in the package and, if there is a bug, ask the user wether (s)he is sure to
proceed installing. However, it does so AFTER downloading the package.
Wouldn't it be better to only download the package when the user has given
his fiat on the installation?

Hi,

I think there should be ability to see bugs before packages download -
maybe there should be some debconf prompts about this feature during
apt-listbugs package install?

now there are hooks which run before downloads. I would love to see
apt-listbugs using them to show bug reports before downloading the
packages.

I am [waiting] for a reply from apt developers in order to clarify
whether there is a Pre-Download hook which works exactly as the
Pre-Install hook.

An alternative strategy could perhaps be the use of [json hooks], which
however seem to require a heavy redesign of all the interaction between
apt-listbugs and libapt-pkg. Frankly speaking, I do not know when I
will get around to doing such a redesign... Sorry about that!  :-(
