The German l10n of the dselect help text is broken in an UTF-8 xterm
(LC_ALL=de_DE.UTF-8), it reads:

Sie sollten die Liste der Tasten und die Erklärung der Anzeige durchlesen.
Es ist viel Hilfe verfügbar, bitte nutzen Sie sie - drücken Sie jederzeit »?�
�,
um die Hilfe aufzurufen.

ISO-8859-1 output is o.k.

BTW, you shouldn't set LC_ALL, but LANG.

I cannot reproduce this behaviour. dselect shows correct national
characters in both de_DE and de_DE.UTF-8 (and fr_FR.UTF-8) on my machine.

The only thing that's not correct is that the main menu doesn't line up
as dselect believes that 1 byte = 1 character, but - according to
Wichert - this is not a bug; and it is not restricted to the German
locale anyway.

This bug is not specific to German. It also appears in fr_FR.UTF-8, in
the help screen in the select section for non-root users.
