Here are 2 filters, that add @language tags by guessing the language
from #! lines in root chunks, and propagating down the chunk tree.

The expectation is that a generic prettyprint filter will be used next
in the flow, and will use this information to dispatch to individual
prettyprinters.  I'll do that next, someday :)

Guesslang can still be improved by looking at suffixes, but it is
already usable as-is for script writers.
