I'm not quit sure if minor-bug is ok for this or wishlist would be
better.

Since Planner offers the possibility to enter how many working units I'm
working on a specific task, planner should not try to allocate one
ressource (aka person) with two tasks that require each 100% attention at the same time but
should delay one of the tasks until a ressource is available
