I frequently get conversations like this:

--> Don't know what to do!  Starting pppd and hoping for the best.

What is happening is that my ISP has extremely sluggish
logname/password handling. wvdial gives up "too quickly" and hence the
dial fails. It would be nice if we could ask him to be sluggish
through wvddial.conf
