aspell-fr MUST include cover for Belgian and Canadian French variants.

aspell-en is a good model of how things must be done: it contains American, British and Canadian English.

ispell-fr (Hydro-Quebec version) should provide you with the Canadian French source wordlist you need.
Conversion of ispell wordlists to aspell is demonstrated in the ispell-fi (0.7-12) source package.
