If it is "broken" meaning these characters are missing, then you are allowed to add these characters if i remember the licence correctly.
If these characters do exist but are bad-looking or other "broken" in other ways this might indeed not be allowed. You could try to contact the author of the font.

The characters are there, but the diacritical marks are too low
(so low as to be obscured by the main character body).

I'll send him off an email and see what he says.
