  That file is autogenerated, reassigning to the autogenerator.  html2text
maintainer: you can generate the input HTML by downloading the aptitude source
package, running "configure", switching to doc/en, and running "make" (you
will need xsltproc and docbook-xsl installed).  Unfortunately, simple centered
text doesn't seem to trigger this, so something more complicated is going on.

it seems that you tried to reassign bug #269099 to the package
html2text.  Are you aware that this did not work, presumably because
the message did not go to control@b.d.o?
