When launching apt-get upgrade, the program try to upgrade some packages even if they are already updated at the last version:

~# apt-get upgrade

First, you are reporting a bug against an Ubuntu package to the Debian bug
tracking system.  Please don't do that.

The reportbug in Ubuntu explicitly directs requests elsewhere; please do not
circumvent it.

This is also a duplicate of a report which is already filed.

We did better; we modified reportbug itself to default to sending bugs to
us, to avoid this kind of thing the best we could.

The only further thing that I think could be done would be to modify
Debian's reportbug to try to guess if it's running on an Ubuntu system.

I highly disagree with that. Debian has had an excellent infrastructure
to solve this problem for a few years now, working around that sounds
silly.

It is better because there is less chance for error.  Mixing Ubuntu and
Debian packages is a bad idea because we use different builds of the same
source packages, and this is documented in our FAQ.  Even if the user is
installing Debian packages, we do not want them to report bugs to Debian,
because they could be Ubuntu-specific.

It also happens to be quite a lot simpler than patching 9000 source
packages, or hacking dpkg-gencontrol, or dpkg, or similar solutions in order
to get the proper Bugs: header into the status file when the package is
installed.

If you have a suggestion for a different approach which is simple,
maintainable and global, let me know.
