After a fresh install of ssh on a client system I noticed that the sshd
has been started and was listening on all interfaces despite I chose in
the debconf dialog not to use the daemon. A subsequent 'dpkg-reconfigure
ssh' resulted in the desired state.

experimental contains separate packages for the client and server,
thus fixing this bug in a very reliable manner.

(I think the bug does have security implications, though.)
