I suggest that localised versions of the documentation -- as available
on the PHP website ( http://www.php.net/download-docs.php ) -- be
made available as separate debian packages.

I think the reasonable way to go would be to pick the most-used
languages (maybe Spanish, German, French) for a start and add further
languages as they are requested. You might add a comment to the
package(s) that you are waiting for requests before adding further
languages.
