When dselect finds a Suggests: field entry that is not satisfied by a
package in the current archives, it delivers an error message in the
Conflict Resolution screen. This message has been interpreted as
advertising such a package.

Imposing the Suggests: field in a Conflict Resolution screen has all the
appearance of trying to "enforce" the suggestion. This is explicitly
prohibited by the definition of this field, in that dselect may not
enforce the Suggests: field in any way.

This feature should be removed.
