it would be nice, if apt-listbugs is executed before
downloading all the packages. because if I reject the
installation of the packages it was needless traffic.

Just browsing the bugs in apt-listbugs I notice that this bug 324317
can be merged with bug 192787.

That older bug mentions apt bug 80123 (merged with 173559) that
indicates this is currently not possible, due to restrictions in apt.
apt-listbugs is not to blame here.
