As discussed previously, /usr/share/texmf/web2c/* probably must stay,
but the dvips, xdvi, and perhaps texconfig subdirectories can move to
TEXMFDIST.  And /usr/share/texmf/doc/tetex/ always was a bug...

and also necessary is

the rest can go (or at least is gone in texlive).
