Hi!

The cursor wrapper themes are currently placed in /etc/X11/cursors and
is conf files because of this.
As there is not much configuration of this, it would be nice to have
them somewhere else, so configuration file handling of these could be
avoided.

I'm not sure I get your point. If you find them “too static”, you
probably don't touch them, and there's nothing to handle at all?

I suspect /etc/X11/cursors/*.theme should be moved to respective /usr/share/icons/*/index.theme.
