#425684 creates /root/.spamassassin/user_prefs when starting

For some reason the new spamassassin decides to create a user_prefs file
in root's ~/.spamassassin when it is started:

# /etc/init.d/spamassassin start
Starting SpamAssassin Mail Filter Daemon: [19883] warn: config: created user preferences file: /root/.spamassassin/user_prefs
spamd.

I'd rather it didn't pollute my /root.
