Tar is user many times from scripts. Sometimes the scripts can let
user configure the options by importing the options from separate
file. An exmaple from bash:

  tar $(< $option_file) $DIRECTORY *.c

Tar contains option

Check that "Reading the options from files" part. Think what happens
when reading from multiple configuration files, where both --exclude
--include options are present.
