Since SPF filtering is fairly controversial, can it be turned off
by default, and people can add it to their local.cf themselves?

Otherwise, I have to comment it out of the *.pre file on each upgrade,
or ignore whatever other changes the maintainers add to the *.pre file.

Checking SPF has been a very useful spam countermeasure for me. Since
spamassassin does not do filtering, it does scoring, I think having
SPF results in the scores is a good default.
