I think debianutils is the wrong place for .desktop files or icons.

Is this for a window manager that would be calling sensible-browser directly?

Hi there! Do you mean that every package that installs an alternative for x-www-browser or x-terminal-emulator should install a .desktop file? Maybe we can have a new alternative x-www-browser.desktop and x-terminal-emulator.desktop. Thx, bye, Gismo / Luca
That seems far more sensible than putting it into debianutils. Also, that way users wouldn't have a superfluous icon and .desktop file if they haven't installed any web browsers or terminal emulators, which is a situation you might create if you put them in, say, base-files.
Please don’t do that ! This will lead to the default entry appearing twice in the menus in all freedesktop-compliant menu systems..
