Many of the kate plugins are not visible in the list of plugins availabe (as shown in settings->Configure Kate->Plugins). For example, none of the HTML or XML tools that I saw in previous verions of Kate, and are still listed in the kde-plugins package, seem to be available. I can not recall their names, although I've been using them for some time, but for example the plugin that let me auto-complete an XML element (</foo> if <foo> has been entered and not previously closed), is no longer visible.

Not all plugins are visible. The plugins in the release I am currently using, 4:3.5.9-2, seem to work better: the plugins that are visible remain both enabled and properly configured between logins. (In previous iterations, the plugins would not remain enabled, and if re-enabled, e.g., tab bar, the configuration would vanish.) Having said that, I notice that some plugins are still not visible. The "XML Validation" plugin is visible, but the "xmltools" plugin is not visible. That's the one I'm particularly interested in... My apologies for the slow response to your request. My current config is below. I also have a new bug related to kate, 580355; the thought crosses my mind that the Filesystem Browser interacts poorly with Kate and causes the problem I report there, but even when that plugin is disabled I still have problems. Also, I bring to your attention that "reportbug kate" does not list plugins, as you will notice in the output below.
It seems that I spoke too soon. After a reboot, performed with Kate open, when I restart Kate all plugins are de-selected and after I re-select them, I have to completely reconfigure the Tabs plugin. At a guess, a reboot or crash somehow wipes the slate clean. * If I quit and restart, Kate retains the plugin correctly configured. * If I pkill kate, it comes back with the plugins correctly configured. Gnome-panel quit before my last reboot -- perhaps that's the clue?
