It would be nice if I didn't have to use sudo/su to create or enter a
chroot. ptrace could be used to achieve this. Despite the package
description (#521784), fakeroot-ng can be used to chroot from a non-root
user. Another option is fakechroot but I haven't tried that.

There was some interest from some people, but that interest seems to
wear off pretty quickly for some reason. If you feel strongly enough
and get some working patches and will to maintain the patch, I would
be willing to help you out.
